The Richland County breaks their own ordinances; according to Section 26-2 when they approval a new housing development, They have to avoid undue population and lessen congestion on the roads. The areas in the northeast part (Sandhills, Killian, Blythewood) of the county has grown in population so much that there are not enough roads to handle the traffic.
