These people want their 15 minutes of fame... no matter how stupid they have to look to do it and, quite honestly, every single time something like this makes the news it just gives one more idiot the idea to follow in that person's footsteps. I personally think they should be arrested, charged a huge amount for bail and have a to pay an extremely high restitution fee.
