In January 1996, nine-year old Amber Hagerman was riding her bicycle when a neighbor heard the girl scream. The neighbor saw a man pull Amber off her bike, throw her into the front seat of the pickup truck, and drive away at high speed. The neighbor called police and provided a description of the suspect and his vehicle, but couldn't recall much else. Arlington, TX police and the FBI interviewed other neighbors and searched for the suspect and vehicle. Local radio and TV stations covered the story in the regular newscasts. Four days later, Amber's body was found in a drainage ditch four miles away. Her throat had been cut. Her kidnapping and murder remained unsolved.



A concerned citizen contacted a Dallas, TX radio station suggesting the idea that Dallas radio stations should repeat news bulletins about abducted children just like they do severe weather warnings. The idea was presented to the general managers of the radio stations in the Dallas/Fort Worth area. They agreed such a program would provide an important public service and might help save the life of a child.



The Dallas Amber Plan was started in July of 1997 to help safely recover missing children that police believe have been abducted. Since then, the program has successfully recovered eight children and expanded to other cities and states nationwide.



Although the Amber Plan is named after Amber Hagerman, this national program is dedicated to all children nationwide who've been abducted. According to the U.S. Department of Justice, there are more than 114,000 attempted abductions of children by non-family members each year.



A statewide Amber Alert Plan was launched in Iowa on March 13, 2003.

Guidelines for Issuing AMBER Alerts




Every successful AMBER plan contains clearly defined activation criteria. The following guidance is designed to achieve a uniform, interoperable network of plans across the country, and to minimize potentially deadly delays because of confusion among varying jurisdictions. The following are criteria recommendations:



Law Enforcement Confirms an Abduction




AMBER plans require law enforcement to confirm an abduction prior to issuing an alert. This is essential when determining the level of risk to the child. Clearly, stranger abductions are the most dangerous for children and thus are primary to the mission of an AMBER Alert. To allow activations in the absence of significant information that an abduction has occurred could lead to abuse of the system and ultimately weaken its effectiveness. At the same time, each case must be appraised on its own merits and a judgment call made quickly. Law enforcement must understand that a “best judgment” approach, based on the evidence, is appropriate and necessary.



Risk of Serious Bodily Injury or Death




Plans require a child be at risk for serious bodily harm or death before an alert can be issued. This element is clearly related to law enforcement’s recognition that stranger abductions represent the greatest danger to children. The need for timely, accurate information based on strict and clearly understood criteria is critical, again keeping in mind the “best judgment” approach.



Sufficient Descriptive Information




For an AMBER Alert to be effective in recovering a missing child, the law enforcement agency must have enough information to believe that an immediate broadcast to the public will enhance the efforts of law enforcement to locate the child and apprehend the suspect. This element requires as much descriptive information as possible about the abducted child and the abduction, as well as descriptive information about the suspect and the suspect’s vehicle. Issuing alerts in the absence of significant information that an abduction has occurred could lead to abuse of the system and ultimately weaken its effectiveness.



Age of Child




Every state adopt the “17 years of age or younger” standard; or, at a minimum, agree to honor the request of any other state to issue an AMBER Alert, even if the case does not meet the responding state’s age criterion, as long as it meets the age criterion of the requesting state. Most AMBER plans call for activation of the alert for children under a certain age. The problem is that age can vary---some plans specify 10, some 12, some 14, 15, and 16. Differences in age requirements create confusion when an activation requires multiple alerts across states and jurisdictions. Overuse of the AMBER Alert system will undermine its effectiveness as a tool for recovering abducted children.



NCIC Data Entry




Immediately enter AMBER Alert data into the National Crime Information Center (NCIC) system. Text information describing the circumstances surrounding the abduction of the child should be entered, and the case flagged as a Child Abduction. Many plans do not mandate entry of the data into NCIC, but this omission undermines the entire mission of the AMBER Alert initiative. The notation on the entry should be sufficient to explain the circumstances of the disappearance of the child. Entry of the alert data into NCIC expands the search for an abducted child from the local, state, or regional level to the national. This is a critical element of any effective AMBER Alert plan.

I can't remember where I heard this but Leigh Cowen, was found dead, an apparent suicide. Has anyone else heard this?

I think the Amber Alerts are very, very valuable.
Is there any type of similar program existing which helps find seniors with Dementia or Alzheimers who wander off. If not perhaps there should be.

An Amber Alert has been issued for a two missing girls in Lancaster County.The missing girls are one-year-old Destiny Reyes three-year-old Melanie Reyes.
They're believed to be with 29-year-old Gerardo Reyes-Campos.
The group was last seen in a tan, brown 1992 Isuzu Rodeo with South Carolina licence plate number 287 HYN.
Gerardo Reyes is describes as a white, Hispanic male, 5'8", weighing 170 pounds. He has brown hair.

Destiny Reyes is described as a white Hispanic female, two feet tall, and weighs 25 pounds. She has black hair and brown eyes.

A description of the other girl has not been made available yet.

Two children who were the subject of a Amber Alert issued Thursday were found safe about 3 p.m. Friday at an apartment in Lancaster County by sheriff's deputies and SLED agents.
The alert has been canceled, but the man accused of abducting them is still being sought, and the children's mother, stabbed during the abduction, remains hospitalized.
Gerardo Reyes-Campos, 29, is the target of an ongoing manhunt by several agencies, according to the State Law Enforcement Division.

There are lots of spanish speaking people in Saluda county and probably countless illegals and yes, we know which chicken plants and farms are hiring them.

And yet the crime rate in Saluda county is the lowest in the state. They just had their 2nd murder in 7 years the other day though.

Richland County, SC (WLTX) - Richland County deputies are searching for Brett Alexander Smith, a 12-year-old boy who has been reported missing.

Officers say Smith was last seen at his home Monday afternoon at 1 p.m. Smith lives at a house on Big Leaf Circle in the Magnolia Hall Neighborhood.

According to investigators, the boy left home on his bicycle. That bike was recovered around 8 p.m. Monday at the McDonald's on Hardscrabble Road.

Investigators have not released if they believe he is in imminent danger.

Smith is a white male, with brown hair, blue eyes, and is 5'5", 140 pounds.
