Apparently this is a new law in a Louisiana town:

MANSFIELD — “Pull ‘em up or pay up.”

That’s Police Chief Don English’s interpretation of a new law that takes effect in Mansfield on Sept. 15

Anyone caught wearing sagging pants who exposes his or her underwear will be subject to a fine of up to $150 plus court costs, or face up to 15 days in jail.

Mansfield aldermen voted unanimously at today’s 4:30 p.m. meeting to enact the new law.

The law makes it illegal to found in a “state of nudity, or partial nudity, or in any indecent exposure of his or her person or undergarments, or be guilty of any indecent or lewd behavior.”

I am not terribly partial to the saggy pants look but isn't this the same mentality as the Taliban requiring women to wear burkas and men to not shave or wear western clothes.

This would not hold up under appeal, I believe, even if it passed scrutiny in the local courts. Boxer shorts, for example, unless unfastened, cover as much as do Bermuda shorts.

Not sure about this, but I don't think so.

Of course I am as tired as anybody of seeing underpants, often unclean, in public places.

Of course it is already against health laws and regulations to drop trou in a place where food is served.

You're right. Testes should not be displayed in public either.

So why did the guy in the band the other night keep shouting "testes testes, one-two" during setup?

He probably didn't have much else that he was proud of.
