So after passing a 381 million dollar bond, Richland county landowners will get stuck with additional fees to pay for the 50 million dollars the programs went over budget.

I'm glad I don't live in Richland County.

Not only that. In the original article about this mess they had one spokesperson saying that the shortfall was because of predictable increases in building costs. In the same article they had another one saying that there was no way the shortfalls could have been foreseen.

When the referendum for the bond was being talked up, we were supposed to get a whole new high school in Eastover, partly to relieve the overcrowding at Lower Richland and partly to relieve some of the students around Eastover who, if they ride the bus, spend about 6 hours a day getting to and from school. All we ended up getting was a few new classrooms and an auditorium at LR.

I've said it before, the administrations of some districts work not for the best interests of children, but for other mysterious reasons that are often against the law. I guess when the parents get tired of it they'll do something.
